Fetches all issues for a Jira project and imports them as invoice entries.
Attachments are downloaded and stored on disk. The run is idempotent —
already-imported issues are silently skipped.
No outbound notification emails are sent.
Re-runs the local backup and Google Drive upload for all previously imported Jira emails. Use this once to fix emails imported before the attachment backup bug was resolved. The operation is idempotent — safe to run multiple times.
Migration and re-backup runs recorded in the audit log.
